PA HealthCORE is a mission aligned group of non-profit providers with several decades of experience providing services to people with disabilities and age related lesser abilities across the state of Pennsylvania. Each provider has achieved a high quality of professional services and disability care, and is respected by their communities and the Commonwealth for the best practices and core values they embody.
Together, PA HealthCORE offers a one-stop solution that provides a variety of services designed to assist people with disabilities and seniors to be active participants in their community.
We are and have been strong advocates for this growing population, and we offer ease of transition, data, quality outcomes and resources to provide “the right care, at the right time, in the right place”.

Our CORE values are the guiding principles we use to ensure the highest level of care and integrity in every aspect of the services we provide.
We support human dignity. We understand that personal care is personal. We understand that we are guests in the participant’s home. We understand that whom we serve are human beings, deserving of respect, care, and kindness.
We support the concept of Person-Centeredness. Each participant is unique, including those participants with disabilities and those without. The services we provide are focused on and tailored to the participant’s unique needs and wants.
We believe in consumer choice. We understand that the participant chooses us to be his or her provider. The concept of choice is fundamental to supporting our participants’ independence and dignity.
We support the philosophy of Independent Living. We believe that many people, if given the choice and the ability, would prefer to live independently in their own homes and communities. We believe that the Independent Living social model is fundamentally different from the medical model; however, we believe that the two models can stand side by side, augment, and complement one another to allow the participant to maintain his or her freedom and dignity to the fullest extent possible for that individual.
We believe in reliability of our services. It is essential that the participant is able to count on us to deliver reliable services. The participant is to receive the services they have been approved for, when they want them and how they want them. We must “be there” for the participant.
We hold a customer-service perspective. We recognize that the participant is our customer. We recognize that the State is our customer. We recognize our CORE partners are our customers. We recognize that the MCO is our customer. We propose to provide highly-valued services to our customers, and our aim is to ensure our customers receive an outstanding experience.
We believe that doing the right things for the right reasons leads to the right results. Results matter. We encourage an outcome-based focus supported by the careful management of the process.
We encourage innovation in services, looking for a better way to accomplish our goals, and at the same time, encourage the sharing of best practices among CORE providers.
We recognize that trust is the foundation of human service. We support transparency and forthrightness in our activities among providers and with our customers. Our customers’ trust in us is founded upon our honesty, our integrity, and our actions. We shall endeavor to maintain that trust.
